Beverly Guy Sheftall, Ph.D., is the founding director of the Women's Research and Resource Center and the Anna Julia Cooper Professor of Women's Studies at Spelman College. She is also adjunct professor at Emory University's Institute for Women's Studies where she teaches graduate courses. At the age of sixteen, she entered Spelman College where she majored in English and minored in secondary education. After graduation with honors, she attended Wellesley College for a fifth year of study in English. In 1968, she entered Atlanta to pursue a master's degree in English; her thesis was entitled, "Faulkner's Treatment of Women in His Major Novels." A year later she began her first teaching job in the Department of English at Alabama State University in Montgomery, Alabama.

Recognizing the talent and potential of women from every community, and guided by the urban mission of an intellectually vibrant and diverse university in the heart of Boston, we seek to expand the involvement of women in politics and policies that affect them, their families, and their communities.
The center’s Leading Women Speaker and Film Series featured an interactive panel on how women access and utilize political leadership at the local and state levels in the Commonwealth. Sheneal Parker, educator and former Boston City Council candidate, discussed how various types of support can make a difference for women seeking elective office.

Alternatives to Incarceration for Substance Abusing Female Offenders. This research study produced academic papers and presentations at conferences.
Minors' Abortion Rights Project. This project examined the experiences of minors seeking judicial bypass in order to obtain an abortion in Massachusetts.
The Center does ongoing research on women in politics in Massachusetts including gender analysis of Massachusetts and national public opinion polls, political profiles of women in the state, studies of Latina women in politics, and the intersection of gender, race and ethnicity with politics. It also hosts numerous public forums including a televised Gubernatorial Candidates Forum on Issues of Concern to Women.
CWPP Women's News is a biweekly publication available online. It summarizes recent acquisitions for our Information Resource Center, highlights of political news affecting women in the Commonwealth, and provides alerts to upcoming events of interest to women.

The Center for Ethics in Action (CEIA) was created in 1996 to promote a new ethical compass for our country and the world beyond, with women leaders setting the course. The CEIA mounts exhibitions of fine art created by women around the world to demonstrate the importance of the arts in life-long learning as well as the transformative power of the arts. For the past seven years the CEIA has served as a fiscal sponsor for programs that fit within its vision and goals. The Maine Museum of Photographic Arts (MMPA) is a special program of CEIA. CEIA is a publicly supported U.S. non-governmental organization with its own tax-exempt status, located at the University of New England’s Portland, Maine campus.
Earth Charter Summit. On September 29, 2001, WCEIA convened a day-long Earth Charter Summit, one of twelve around the country that were linked together at two points during the day, with over 150 participants and 45 speakers, to build support for the Earth Charter document, which lays out 16 principles for a just, sustainable and peaceful global society.
Gender Equality Commission Training. In June 2000, Croatian women leaders took part in this three week training, designed by Anne B. Zill and executed in Washington, D.C., New York (at the United Nations in conjunction with the Beijing + 5 proceedings) and in Maine. Participants were exposed to women leaders on the national, international and state levels in government, industry, academia and civil society.
In July 2001, Bulgarian women mayors were trained for two weeks in advocacy, coalition-building, issue development, and democracy in Maine and Washington, DC.
Consider the following list of values: consistency, inclusivity, inter-connectivity, collaboration, empathy, transparency, practicality, and long-term, big-picture considerations. How does the conduct of our government reflect these values? And what is to be done? This paper posits the proposition that the United States government is doing only fair to middling in these early days of the 21st century, that our democracy needs reinvigorating, renewed attention to these core values, as well as to the rule of law itself. A critical mass of women in positions of leadership in government and civil society could speed up this process.
The Institute for Women's Leadership is a consortium of teaching, research, and public service units of Rutgers, The State University of New Jersey. The institute and its members are dedicated to examining leadership issues and advancing women's leadership in all arenas of public life – locally, nationally and globally. The interaction among the member units of the consortium encourages scholarly and practical explorations of how institutions are structured by gender, race and ethnicity, socio-economic status and promotes new understanding of women's leadership for social change.
Women Leaders Count began as an Institute research project in 1993, was reborn in the fall of 2001 as a research partnership between Rutgers’ Institute for Women’s Leadership and the New Jersey Department of Community Affairs, the Division on Women, and is once again a stand-alone research project at the IWL. The reports in the series focus on the status of New Jersey women in key areas of demographics and activism, work, education, health, poverty, the law, and violence against women. Since 2007, the Institute has published Women’s Leadership Fact Sheets as part of the project, and will continue to publish occasional reports. By bringing together available data, analyzing demographic trends, and identifying research gaps, we hope that Women Leaders Count will serve as a valuable tool to inform equitable policies and effective programs and increase public awareness of women’s leadership progress and challenges.
Focuses on factors pertinent to the lives of both younger and older women in the state and discusses how families and living arrangements, economics and work, health, education, and political participation differently affect women at various stages of their lives.
In New Jersey, women make up one-third of admissions to treatment facilities for substance abuse, and the percentage of women among those incarcerated for drug-related offenses has increased. “Substance Abuse and Its Effects on Women” considers the gender-specific issues of childcare, female-headed households, and the implications these have for women’s drug abuse and recovery.
“New Jersey Women”: Who Are We? How Are We Faring?” presents “vital statistics” on women’s status in New Jersey in the areas of population, age, immigration, marriage and marital status, families and households, education, work, and political representation, and considers future trends for women in the state.

The purpose of this Fund is to provide Rutgers undergraduate students with opportunities to expand their education beyond the classroom through academic conferences, internships, research experiences, national summit meetings, leadership training, and skills workshops.
The Women and Public Policy Program of Harvard Kennedy School closes gender gaps in economic opportunity, political participation, health and education by creating knowledge, training leaders and informing public policy and organizational practices.
Our research provides evidence-based insights on the role of gender in shaping economic, political and social opportunities available to individuals. We identify successful interventions and measure their impact on women, men, and society, then share recommendations on what policies, organizational practices and leadership techniques help close involuntary gaps.
We train today’s leaders and prepare future leaders to create a more gender equal world, while providing women with skills and tools to successfully navigate existing systems.
Our goals are to inform decision makers across all sectors on what policies, organizational practices and leadership techniques help close gender gaps and to train today’s and tomorrow’s leaders on how to create a more gender equal world, and to empower women to navigate systems effectively.
The Gender and Political Opportunity area integrates the study of gender and politics to understand gender dynamics in political action, discourse and within governmental structures. This area examines research of representation and participation within political structures to discover which practices yield the most effective results regarding gender equity. The goal is to share these strategies that enable women to participate and succeed in politics.
Closing the Global Gender Gap: A Call to Action is an initiative led by the Women and Public Policy Program in collaboration with the Center for International Development at the Harvard Kennedy School that aims to leverage Harvard University’s capacity for rigorous research and convening power toward creating gender equality.
The purpose of this initiative is threefold: to examine and quantify the impact of specific policy interventions, to develop a theory of change, and to stimulate innovative ideas and policy action in order to close the global gender gaps across four areas. These areas include economic participation and opportunity, educational attainment, health and survival, and political empowerment. There is enormous rhetoric about women’s empowerment—this initiative’s goal is to shed new light on the channels that successfully effect change.

The Women and Public Policy Program provides stipends for summer internships that focus on closing gender gaps across the globe. Over the past decade the Women and Public Policy Program has enabled Harvard graduate students to complement their academic work with field experience in the US and internationally. WAPPP offers up to $6,500 for students to work in the field for a minimum of eight weeks on gender-focused projects and research.
From Harvard Square to the Oval Office: A Political Campaign Practicum (Oval Office) is a non-partisan initiative of the Women and Public Policy Program that provides a select group of Harvard graduate students with the training and support they need to ascend in the electoral process at the local, state and national levels. Our students form a robust network of women in government who support each other as they advance their careers. We believe that providing these tools and building a supportive network within the ranks of professional politics are necessary steps in correcting the large scale gender imbalance in the United States' government.

The Entrepreneurship Option for Low-Income Teenage Girls
CWIG is currently working on a proposal to start a research-based entrepreneurship program for low-income girls who are at risk for not completing high school. Research will target African-American and Latina women who are entrepreneurs, as well as take into account the perspectives of female entrepreneurs from all backgrounds. Project participants will join researchers at the college level in all levels of curriculum development and research phases. This project is being conducted with the Liberty Partnership Project.
Nonprofit Education Initiative
The Nonprofit Education Initiative (NEI) is a four-year collaborative undertaking that involves nonprofits working on issues related to women, children, and families; regional voluntary sector leaders; and government policymakers and business representatives. The NEI will advance collaborative learning among nonprofit leaders and managers and strengthen the capacities and leadership of diverse voluntary sector organizations. The goals of the initiative are to strengthen collaboration among statewide associations; build stronger connections between nonprofits and the communities and universities they serve; increase the competencies and capacities of statewide nonprofits; and strengthen the technological capacity and competence of consortium members.
Completing the Public Record: Appointed Policy Makers in State Government
CWIG is conducting work on demographic data on top-ranking gubernatorial appointees. In related research, the center is also studying policy priorities and influences on agenda-setting by the executive branch department heads. Both quantitative and interview data will be used to analyze 35 women and men bureaucratic leaders in eight states. Nontraditional Employment for Women study.
Liberty Partnership Project
A prevention program aimed at young women and men in grades 7-12 who are at risk for leaving school before graduation. The project offers a range of services to support people in obtaining their diploma, entering higher education, and preparing themselves for the workforce. The program is designed to address academic, personal, and social growth through a focus on the following: educational achievement; self-empowerment; workforce preparation and career exploration; and public policy leadership development.
The Fellowship experience blends theory with practice through direct policy field placement, academic coursework, professional development sessions, conferences, and community service activities. Fellows are provided with opportunities to gain specific skills and develop an extensive network of people working in their subject area as well as related professional arenas. The program runs annually from mid-January through the end of June. Participants are selected on a competitive basis based on academic achievement and work / life experience.
A highly intensive program, Fellows are required to work thirty hours each week at their placement office, Monday -Thursday. In addition, the program includes: 3 graduate courses (Tuesday and Thursday evening and one independent research) and professional development every Friday throughout the course of the Fellowship. Fellows receive a $10,000 stipend, tuition waivers and receive nine graduate credits from the Rockefeller College of Public Affairs and Policy, University at Albany, SUNY.
